K8s Vault CA config docs:
* Re-add filename label on K8s Connect CA config.
* Remove call to `jq` when retrieving CA configuration.
* Clarify `connect.ca_config` and `connect.ca_provider` agent configs
are only used at cluster initialization.
Admin Partitions tutorial:
* Fix Helm client values filename.
* Use kubectl's template output to base64 decode Consul bootstrap token.
