refactor: replace strings.Replace with strings.ReplaceAll (#15392)
strings.ReplaceAll(s, old, new) is a wrapper function for
strings.Replace(s, old, new, -1). But strings.ReplaceAll is more
readable and removes the hardcoded -1.
