Passing BUILD_TAGS to the docker-dev commands (#11769)
Adds BUILD_TAGS to the docker build commands for docker-dev and
docker-dev-ui. Also changes the respective Dockerfile's to use double
quotes with ${BUILD_TAGS} so that it's interpolated.
