test/plugin: refactor compilePlugin for reuse (#18952) 
* test/plugin: refactor compilePlugin for reuse

- move compilePlugin to helper package
- make NewTestCluster use compilePlugin

* do not overwrite plugin directory in CoreConfig if set

* fix getting plugin directory path for go build
