Mahmood Ali 751f337f1c Update hcl2 vendoring ... The hcl2 library has moved from http://github.com/hashicorp/hcl2 to https://github.com/hashicorp/hcl/tree/hcl2. This updates Nomad's vendoring to start using hcl2 library.
