Freddy cbe61dfcec
Improve reliability of tests with TestAgent (#4525)
- Add WaitForTestAgent to tests flaky due to missing serfHealth registration

- Fix bug in retries calling Fatalf with *testing.T

- Convert TestLockCommand_ChildExitCode to table driven test
