Add timeout to Client RPC calls (#11500) 
Adds a timeout (deadline) to client RPC calls, so that streams will no longer hang indefinitely in unstable network conditions.

Daniel Nephin 9ace9a5d2e proto: add Namespace to EnterpriseMeta 
By adding Namespace to the OSS EnterpriseMeta we reduce the differences between OSS and Enterprise
which simplifies the code quite a bit.
