Daniel Nephin a0b11b4c20 agent: move deprecated AddServiceFromSource to a test file 
The method is only used in tests, and only exists for legacy calls.

There was one other package which used this method in tests. Export
the AddServiceRequest and a couple of its fields so the new function can
be used in those tests.

Daniel Nephin ef0999547a testing: skip slow tests with -short 
Add a skip condition to all tests slower than 100ms.

This change was made using `gotestsum tool slowest` with data from the
last 3 CI runs of master.

With this change:

$ time go test -count=1 -short ./agent
ok      github.com/hashicorp/consul/agent       0.743s

real    0m4.791s

$ time go test -count=1 -short ./agent/consul

real    0m8.769s

Matt Keeler a34f8c751e
Pass a testing.T into NewTestAgent and TestAgent.Start (#5342) 
This way we can avoid unnecessary panics which cause other tests not to run.

This doesn't remove all the possibilities for panics causing other tests not to run, it just fixes the TestAgent

Aestek 260a9880ae [Security] Add finer control over script checks (#4715) 
* Add -enable-local-script-checks options

These options allow for a finer control over when script checks are enabled by
giving the option to only allow them when they are declared from the local
file system.
