re-run gofmt on 1.17 (#11579) This should let freshly recompiled golangci-lint binaries using Go 1.17 pass 'make lint'

state: convert the remaining functions to ReadTxn Required also converting some of the transaction functions to WriteTxn because TxnRO() called the same helper as TxnRW. This change allows us to return a memdb.Txn for read-only txn instead of wrapping them with state.txn.
