Summary:
Added DataBlockIndexType option in BlockBasedTableOptions.
```
enum DataBlockIndexType : char {
    kDataBlockBinarySearch = 0, // traditional block type
    kDataBlockHashIndex = 1, // additional hash index appended to the end.
};
```
The default type is the traditional binary seek option: `kDataBlockBinarySearch`.
