Summary: With this commit, we add a new format in manifest when adding a new file. Now path ID and need-compaction hint are first two customized fields. Test Plan: Add a test case in version_edit_test to verify the encoding and decoding logic. Add a unit test in db_test to verify need compaction is persistent after DB restarting.
