Andrew Hutchings ce529a4ce1 Fix FreeBSD building (#10575)
Summary:
FreeBSD doesn't have `JEMALLOC_USABLE_SIZE_CONST` so we need to define
it.

This fixes MariaDB MDEV-20248.
