Andrew Kryczka 113f3250f1 Add block checksum mismatch ticker stat (#11438) 
Summary:
Added a ticker stat, `BLOCK_CHECKSUM_MISMATCH_COUNT`, to count how many block checksum verifications detected a mismatch.
