Summary: make more ColumnFamilyOptions dynamic: - compression - soft_pending_compaction_bytes_limit - hard_pending_compaction_bytes_limit - min_partial_merge_operands - report_bg_io_stats - paranoid_file_checks Test Plan: Add sanity check in `db_test.cc` for all above options except for soft_pending_compaction_bytes_limit and hard_pending_compaction_bytes_limit.
