Summary: Removed `one_time_use` flag, which removed the need for some tests, and changed all `NewRangeTombstoneIterator` methods to return `FragmentedRangeTombstoneIterators`. These changes also led to removing `RangeDelAggregatorV2::AddUnfragmentedTombstones` and one of the `MemTableListVersion::AddRangeTombstoneIterators` methods.
