Summary: * Largely based on https://github.com/facebook/rocksdb/issues/12085 but grouped into one large workflow because of bad GHA UI design (see comments). * Windows job details consolidated into an action file so that those jobs can easily move between per-pr-push and nightly. * Simplify some handling of "CIRCLECI" environment and add "GITHUB_ACTIONS" in the same places * For jobs that we want to go in pr-jobs or nightly there are disabled "candidate" workflows with draft versions of those jobs. * ARM jobs are disabled waiting on full GHA support. * build-linux-java-static needed some special attention to work, due to GLIBC compatibility issues (see comments). RocksDB: A Persistent Key-Value Store for Flash and RAM Storage
RocksDB is developed and maintained by Facebook Database Engineering Team. It is built on earlier work on LevelDB by Sanjay Ghemawat (sanjay@google.com) and Jeff Dean (jeff@google.com)
This code is a library that forms the core building block for a fast key-value server, especially suited for storing data on flash drives. It has a Log-Structured-Merge-Database (LSM) design with flexible tradeoffs between Write-Amplification-Factor (WAF), Read-Amplification-Factor (RAF) and Space-Amplification-Factor (SAF). It has multi-threaded compactions, making it especially suitable for storing multiple terabytes of data in a single database.

internal APIs may be changed without warning.
