Summary: Made `BlockBasedTableOptions::block_align` incompatible (i.e., APIs will return `Status::InvalidArgument`) with more ways of enabling compression: `CompactionOptions::compression`, `ColumnFamilyOptions::compression_per_level`, and `ColumnFamilyOptions::bottommost_compression`. Previously it was only incompatible with `ColumnFamilyOptions::compression`.
