Summary: This is a non functional refactor, mostly for deduplicating the stats recording logic in error handler. Plus some documentation update and simple code dedupe. Pull Request resolved: https://github.com/facebook/rocksdb/pull/11992 Test Plan: existing tests Reviewed By: hx235 Differential Revision: D52967713 Pulled By: jowlyzhang fbshipit-source-id: d584eae1a06410438f5a4c59c2cb67666ea7de1a
