Summary:
Move NeedsCompaction() from VersionStorageInfo to CompactionPicker
to allow different compaction strategy to have their own way to
determine whether doing compaction is necessary.
When compaction style is set to kCompactionStyleNone, then
NeedsCompaction() will always return false.
