Summary:
Since ErrorHandler::RecoverFromNoSpace is no-op in LITE mode, then we should
not have this test in LITE mode. If we do keep it, it will cause the test
thread to wait on bg_cv_ that will not be signalled.

$OPT="-DROCKSDB_LITE -g" make -j20
$./db_io_failure_test --gtest_filter=DBIOFailureTest.NoSpaceCompactRange

Summary:
This is a part of effort to reduce the size of db_test.cc. We move the following tests to a separate file `db_io_failure_test.cc`:
* DropWrites
* DropWritesFlush
* NoSpaceCompactRange
* NonWritableFileSystem
* ManifestWriteError
* PutFailsParanoid
Test Plan: Run `make check` to see if the tests are working properly.
