Summary:
This PR resolves https://github.com/facebook/rocksdb/issues/10487 & https://github.com/facebook/rocksdb/issues/10536, user code needs to call Refresh() periodically.
The main code change is to support range deletions. A range tombstone iterator uses a sequence number as upper bound to decide which range tombstones are effective. During Iterator refresh, this sequence number upper bound needs to be updated for all range tombstone iterators under DBIter and LevelIterator. LevelIterator may create new table iterators and range tombstone iterator during scanning, so it needs to be aware of iterator refresh. The code path that propagates this change is `db_iter_->set_sequence(read_seq) -> MergingIterator::SetRangeDelReadSeqno() -> TruncatedRangeDelIterator::SetRangeDelReadSeqno() and LevelIterator::SetRangeDelReadSeqno()`.
This change also fixes an issue where range tombstone iterators created by LevelIterator may access ReadOptions::snapshot, even though we do not explicitly require users to keep a snapshot alive after creating an Iterator.

Summary:
A second attempt after https://github.com/facebook/rocksdb/issues/10802, with bug fixes and refactoring. This PR updates compaction logic to take range tombstones into account when determining whether to cut the current compaction output file (https://github.com/facebook/rocksdb/issues/4811). Before this change, only point keys were considered, and range tombstones could cause large compactions. For example, if the current compaction outputs is a range tombstone [a, b) and 2 point keys y, z, they would be added to the same file, and may overlap with too many files in the next level and cause a large compaction in the future. This PR also includes ajkr's effort to simplify the logic to add range tombstones to compaction output files in `AddRangeDels()` ([https://github.com/facebook/rocksdb/issues/11078](https://github.com/facebook/rocksdb/pull/11078#issuecomment-1386078861)).
The main change is for `CompactionIterator` to emit range tombstone start keys to be processed by `CompactionOutputs`. A new class `CompactionMergingIterator` is introduced to replace `MergingIterator` under `CompactionIterator` to enable emitting of range tombstone start keys. Further improvement after this PR include cutting compaction output at some grandparent boundary key (instead of the next output key) when cutting within a range tombstone to reduce overlap with grandparents.

Summary:
Delete range logic is moved from `DBIter` to `MergingIterator`, and `MergingIterator` will seek to the end of a range deletion if possible instead of scanning through each key and check with `RangeDelAggregator`.
With the invariant that a key in level L (consider memtable as the first level, each immutable and L0 as a separate level) has a larger sequence number than all keys in any level >L, a range tombstone `[start, end)` from level L covers all keys in its range in any level >L. This property motivates optimizations in iterator:
- in `Seek(target)`, if level L has a range tombstone `[start, end)` that covers `target.UserKey`, then for all levels > L, we can do Seek() on `end` instead of `target` to skip some range tombstone covered keys.
- in `Next()/Prev()`, if the current key is covered by a range tombstone `[start, end)` from level L, we can do `Seek` to `end` for all levels > L.
This PR implements the above optimizations in `MergingIterator`. As all range tombstone covered keys are now skipped in `MergingIterator`, the range tombstone logic is removed from `DBIter`. The idea in this PR is similar to https://github.com/facebook/rocksdb/issues/7317, but this PR leaves `InternalIterator` interface mostly unchanged. **Credit**: the cascading seek optimization and the sentinel key (discussed below) are inspired by [Pebble](https://github.com/cockroachdb/pebble/blob/master/merging_iter.go) and suggested by ajkr in https://github.com/facebook/rocksdb/issues/7317. The two optimizations are mostly implemented in `SeekImpl()/SeekForPrevImpl()` and `IsNextDeleted()/IsPrevDeleted()` in `merging_iterator.cc`. See comments for each method for more detail.
One notable change is that the minHeap/maxHeap used by `MergingIterator` now contains range tombstone end keys besides point key iterators. This helps to reduce the number of key comparisons. For example, for a range tombstone `[start, end)`, a `start` and an `end` `HeapItem` are inserted into the heap. When a `HeapItem` for range tombstone start key is popped from the minHeap, we know this range tombstone becomes "active" in the sense that, before the range tombstone's end key is popped from the minHeap, all the keys popped from this heap is covered by the range tombstone's internal key range `[start, end)`.
Another major change, *delete range sentinel key*, is made to `LevelIterator`. Before this PR, when all point keys in an SST file are iterated through in `MergingIterator`, a level iterator would advance to the next SST file in its level. In the case when an SST file has a range tombstone that covers keys beyond the SST file's last point key, advancing to the next SST file would lose this range tombstone. Consequently, `MergingIterator` could return keys that should have been deleted by some range tombstone. We prevent this by pretending that file boundaries in each SST file are sentinel keys. A `LevelIterator` now only advance the file iterator once the sentinel key is processed.

- Performance benchmark: I used a similar setup as in the blog [post](http://rocksdb.org/blog/2018/11/21/delete-range.html) that introduced DeleteRange, "a database with 5 million data keys, and 10000 range tombstones (ignoring those dropped during compaction) that were written in regular intervals after 4.5 million data keys were written". As expected, the performance with this PR depends on the range tombstone width.

Summary:
This is a simple edit to have two #include file paths be consistent within range_del_aggregator.{h,cc} with everywhere else.
The impact of this inconsistency is that it actual breaks a Bazel based build on the Windows platform. The same pragma once failure occurs with both Windows Visual C++ 2019 and clang for Windows 9.0. Bazel's "sandboxing" of the builds causes both compilers to not properly recognize "rocksdb/types.h" and "include/rocksdb/types.h" to be the same file (also comparator.h). My guess is that the backslash versus forward slash mixing within path names is the underlying issue.
But, everything builds fine once the include paths in these two source files are consistent with the rest of the repository.

on an effectively empty map every time they call ShouldDelete. This PR lazily
initializes each stripe map entry so that the binary search can be elided in
these cases.
After this PR, the total amount of time spent in compactions is 52.541331s, and the total amount of time spent in flush is 5.532608s, the former of which is a significant improvement from the results after #4495.

Do not consider the range tombstone sentinel key as causing 2 adjacent
sstables in a level to overlap. When a range tombstone's end key is the
largest key in an sstable, the sstable's end key is so to a "sentinel"
value that is the smallest key in the next sstable with a sequence
number of kMaxSequenceNumber. This "sentinel" is guaranteed to not
overlap in internal-key space with the next sstable. Unfortunately,
GetOverlappingFiles uses user-keys to determine overlap and was thus
considering 2 adjacent sstables in a level to overlap if they were
separated by this sentinel key. This in turn would cause compactions to
be larger than necessary.
Note that this conflicts with
https://github.com/facebook/rocksdb/pull/2769 and cases
`DBRangeDelTest.CompactionTreatsSplitInputLevelDeletionAtomically` to
fail.

This fixes the same performance issue that #3992 fixes but with much more invasive cleanup.
I'm more excited about this PR because it paves the way for fixing another problem we uncovered at Cockroach where range deletion tombstones can cause massive compactions. For example, suppose L4 contains deletions from [a, c) and [x, z) and no other keys, and L5 is entirely empty. L6, however, is full of data. When compacting L4 -> L5, we'll end up with one file that spans, massively, from [a, z). When we go to compact L5 -> L6, we'll have to rewrite all of L6! If, instead of range deletions in L4, we had keys a, b, x, y, and z, RocksDB would have been smart enough to create two files in L5: one for a and b and another for x, y, and z.
With the changes in this PR, it will be possible to adjust the compaction logic to split tombstones/start new output files when they would span too many files in the grandparent level.

Optimize it because these places show up in CPU profiling, though minimum. The performance is really hard measure. I ran db_bench with readseq benchmark against in-memory DB many times. The variation is big, but it seems to show 1% improvements.

When deletion-collapsing mode is enabled (i.e., for DBIter/CompactionIterator), we maintain position in the tombstone maps across calls to ShouldDelete(). Since iterators often access keys sequentially (or reverse-sequentially), scanning forward/backward from the last position can be faster than binary-searching the map for every key.
- When Next() is invoked on an iterator, we use kForwardTraversal to scan forwards, if needed, until arriving at the range deletion containing the next key.
- Similarly for Prev(), we use kBackwardTraversal to scan backwards in the range deletion map.
- When the iterator seeks, we use kBinarySearch for repositioning
- After tombstones are added or before the first ShouldDelete() invocation, the current position is set to invalid, which forces kBinarySearch to be used.
- Non-iterator users (i.e., Get()) use kFullScan, which has the same behavior as before---scan the whole map for every key passed to ShouldDelete().

Added a tombstone-collapsing mode to RangeDelAggregator, which eliminates overlap in the TombstoneMap. In this mode, we can check whether a tombstone covers a user key using upper_bound() (i.e., binary search). However, the tradeoff is the overhead to add tombstones is now higher, so at first I've only enabled it for range scans (compaction/flush/user iterators), where we expect a high number of calls to ShouldDelete() for the same tombstones. Point queries like Get() will still use the linear scan approach.
Also in this diff I changed RangeDelAggregator's TombstoneMap to use multimap with user keys instead of map with internal keys. Callers sometimes provided ParsedInternalKey directly, from which it would've required string copying to derive an internal key Slice with which we could search the map.

Summary:
Since a RangeDelAggregator is created for each read request, these heap-allocating member variables were consuming significant CPU (~3% total) which slowed down request throughput. The map and pinning manager are only necessary when range deletions exist, so we can defer their initialization until the first range deletion is encountered. Currently lazy initialization is done for reads only since reads pass us a single snapshot, which is easier to store on the stack for later insertion into the map than the vector passed to us by flush or compaction.
Note the Arena member variable is still expensive, I will figure out what to do with it in a subsequent diff. It cannot be lazily initialized because we currently use this arena even to allocate empty iterators, which is necessary even when no range deletions exist.

Adjusted AddToBuilder() to take lower_bound and upper_bound, which serve two purposes: (1) only range deletions overlapping with the interval [lower_bound, upper_bound) will be added to the output file, and (2) the output file's boundaries will not be extended before lower_bound or after upper_bound. Our computation of lower_bound/upper_bound consider both subcompaction boundaries and previous/next files within the subcompaction.
Test cases are here (level subcompactions: https://gist.github.com/ajkr/63c7eae3e9667c5ebdc0a7efb74ac332, and universal subcompactions: https://gist.github.com/ajkr/5a62af77c4ebe4052a1955c496d51fdb) but can't be included in this diff as they depend on committing the API first. This fixes a correctness issue where ranges with same begin key would overwrite each other.
This diff uses InternalKey as TombstoneMap's key such that all tombstones have unique keys even when their start keys overlap. We also update TombstoneMap to use an internal key comparator.
End-to-end tests pass and are here (https://gist.github.com/ajkr/851ffe4c1b8a15a68d33025be190a7d9) but cannot be included yet since the DeleteRange() API is yet to be checked in. Note both tests failed before this fix.

Summary:
This diff introduces RangeDelAggregator, which takes ownership of iterators
provided to it via AddTombstones(). The tombstones are organized in a two-level
map (snapshot stripe -> begin key -> tombstone). Tombstone creation avoids data
copy by holding Slices returned by the iterator, which remain valid thanks to pinning.
For compaction, we create a hierarchical range tombstone iterator with structure
matching the iterator over compaction input data. An aggregator based on that
iterator is used by CompactionIterator to determine which keys are covered by
range tombstones. In case of merge operand, the same aggregator is used by
MergeHelper. Upon finishing each file in the compaction, relevant range tombstones
are added to the output file's range tombstone metablock and file boundaries are
updated accordingly.
To check whether a key is covered by range tombstone, RangeDelAggregator::ShouldDelete()
considers tombstones in the key's snapshot stripe. When this function is used outside of
compaction, it also checks newer stripes, which can contain covering tombstones. Currently
the intra-stripe check involves a linear scan; however, in the future we plan to collapse ranges
within a stripe such that binary search can be used.
RangeDelAggregator::AddToBuilder() adds all range tombstones in the table's key-range
to a new table's range tombstone meta-block. Since range tombstones may fall in the gap
between files, we may need to extend some files' key-ranges. The strategy is (1) first file
extends as far left as possible and other files do not extend left, (2) all files extend right
until either the start of the next file or the end of the last range tombstone in the gap,
whichever comes first.
One other notable change is adding release/move semantics to ScopedArenaIterator
such that it can be used to transfer ownership of an arena-allocated iterator, similar to
how unique_ptr is used for malloc'd data.
