Enable cacheline_aligned_alloc() to allocate from jemalloc if enabled.
Summary:
Reuse WITH_JEMALLOC option in preparation for module search unification.
Move jemalloc overrides into a separate .cc
Remote obsolete JEMALLOC_NOINIT option.
