Support SstFileManager::SetDeleteRateBytesPerSecond()

Summary:
Update DeleteScheduler component to support changing delete rate in runtime by introducing
SstFileManager::SetDeleteRateBytesPerSecond()
Closes https://github.com/facebook/rocksdb/pull/1994
