Expose sst_dump functionality as library call.
Summary: Refactor sst_dump to follow the same structure as ldb. Introduce a SSTDump interface. Test Plan: built sst_dump and tried it manually. Reviewers: sdong Reviewed By: sdong Subscribers: dhruba, leveldb Differential Revision: https://reviews.facebook.net/D28485
