Remove "rocksdb.file.read.db.open.micros" typo from 8.6 HISTORY (#11839)
Summary: **Context/Summary:** `rocksdb.file.read.db.open.micros` is landed in 8.3 but not 8.6. It was included in the HISTORY due to an error. Pull Request resolved: https://github.com/facebook/rocksdb/pull/11839 Test Plan: no code change; Will cherry pick this to 8.6 branch when landed.
