* Wrap bzl_library in a macro so that we can force off some
global attribures that are never appropriate for BUILD files.
Removes:
- *_compatible_with
- features
* cdate
* linty
* linty
* more lint
* Fix location of MODULE.bazel in distro tarballs.
* Remove invalid paths from WORKSPACE files in distro tarballs
* The resulting tarballs should finally be distributable as 1.4.0 in BCR.
Creates MODULE.bazel and WORKSPACE.bzlmod files to enable bazel-skylib
to work with the `--experimental_enable_bzlmod` flag.
rules_go has been updated as the previously used version is not
available in the BCR.
stardoc has been updated due to a strange issue with Bzlmod enabled that
caused the `diff_test` and `unittest` docs to be generated without any
contents that was magically fixed upon updating.

In particular, this allows us to use a modern Stardoc release to fix generated md docs.
And we can remove internal_deps.bzl/internal_setup.bzl - it's unnecessary complexity
needed only for deprecated Federation setup.
* make the tarball 555
* Split the bins out from the rest of the package and combine the
packages.
This solution is horrible. The better solution is
- We need something like pkgfilegroup in rules_pkg, so we can specify
exectuable mode next to the file.
- But we do not want rules_pkg to appear in the rules/BUILD file
because that would make a runtime dependency.
So we need to
- rewrite rules/BUILD when going into the package.
- or provide magic mapping of files names to mode bits
- or something entirely different.
* add empty CHANGELOG.md to try to reuse bazel release.sh
* checkpoint a new distribution method
* Update CHANGELOG.
* checkpoint relnew
* get the tarball working
* fix visibilyt
* whitespace
* punctuation typos
* buildify
* linty fresh
* Add rules to the test_deps target.
Likely needed for anyone doing integration tests using skylib.
* Default public visibility and only tag things that are private.
Most notably, this renames/moves a few important identifiers:
//:skylark_library.bzl -> //:bzl_library.bzl
skylark_library -> bzl_library
SkylarkLibraryInfo -> StarlarkLibraryInfo
This version is hash-based (implemented on top of a dictionary) and doesn't suffer the performance problems of the current version. It will eventually replace the old one after a deprecation period.
