Remove unnecessary ctx.resolve_tools.
...
`ctx.actions.run(executable = ...)` is sufficient to include the runfiles in the action inputs. (More generally, ctx.resolve_tools is discouraged in favor of `ctx.actions.run(tools = ...)`.)
