chore(deps): upgrade stardoc (#894)

* chore(deps): upgrade stardoc

This uses the Bazel 7 'starlark_doc_extract' rule which our docsite expects for slurping data.

* chore: stardoc setup in WORKSPACE too

* chore: skip stardoc on bazel 6 in cases where the legacy extractor produces different docstrings

Invoke jq with a filter on a set of json input files.
Wrapper rule around the popular `jq` utility.
For jq documentation, see https://stedolan.github.io/jq/.
Usage examples:
## Usage examples
```starlark
load("@aspect_bazel_lib//lib:jq.bzl", "jq")
```
# Create a new file bazel-out/.../no_srcs.json
Create a new file `bazel-out/.../no_srcs.json` containing some JSON data:
```starlark
jq(
name = "no_srcs",
srcs = [],
filter = ".name = "Alice"",
)
```
# Remove fields from package.json.
# Writes to bazel-out/.../package.json which means you must refer to this as ":no_dev_deps"
# since Bazel doesn't allow a label for the output file that collides with the input file.
Remove a field from `package.json`:
> The output path `bazel-out/.../package.json` matches the path of the source file,
> which means you must refer to the label `:no_dev_deps` to reference the output,
> since Bazel doesn't provide a label for an output file that collides with an input file.
```starlark
jq(
srcs = ["package.json"],
filter = "del(.devDependencies)",
Stamping is typically performed on a later action in the graph, like on a linking or packaging rule (`pkg_*`).
This means that a changed status variable only causes that action, not re-compilation and thus does not cause cascading re-builds.
Write a file or directory to the source tree.
By default, a `diff_test` target ("{name}_test") is generated that ensure the source tree file or directory to be written to
is up to date and the rule also checks that the source tree file or directory to be written to exists.
To disable the exists check and up-to-date test set `diff_test` to `False`.
"Public API for write_source_files"
"""write_source_files provides a workaround for the restriction that `bazel build` cannot write to the source tree.
Read more about the philosophy of writing to the source tree: <https://blog.aspect.build/bazel-can-write-to-the-source-folder>
## Usage
```starlark
load("@aspect_bazel_lib//lib:write_source_files.bzl", "write_source_files")
write_source_files(
name = "write_foobar",
files = {
"foobar.json": "//some/generated:file",
},
)
```
To update the source file, run:
```bash
bazel run //:write_foobar
```
The generated `diff_test` will fail if the file is out of date and print out instructions on
how to update it.
If the file does not exist, Bazel will fail at analysis time and print out instructions on
how to create it.
You can declare a tree of generated source file targets:
```starlark
load("@aspect_bazel_lib//lib:write_source_files.bzl", "write_source_files")
write_source_files(
name = "write_all",
additional_update_targets = [
# Other write_source_files targets to run when this target is run
"//a/b/c:write_foo",
"//a/b:write_bar",
]
)
```
And update them with a single run:
```bash
bazel run //:write_all
```
When a file is out of date, you can leave a suggestion to run a target further up in the tree by specifying `suggested_update_target`.
For example,
```starlark
write_source_files(
name = "write_foo",
files = {
"foo.json": ":generated-foo",
},
suggested_update_target = "//:write_all"
)
```
A test failure from `foo.json` being out of date will yield the following message:
```
//a/b:c:foo.json is out of date. To update this and other generated files, run:
bazel run //:write_all
To update *only* this file, run:
bazel run //a/b/c:write_foo
```
If you have many `write_source_files` targets that you want to update as a group, we recommend wrapping
`write_source_files` in a macro that defaults `suggested_update_target` to the umbrella update target.
NOTE: If you run formatters or linters on your codebase, it is advised that you exclude/ignore the outputs of this
rule from those formatters/linters so as to avoid causing collisions and failing tests.
"""Public API for yq"""
"""Wrapper rule around the `yq` tool
From the documentation at https://mikefarah.gitbook.io/yq:
> yq is a a lightweight and portable command-line YAML processor.
> yq uses jq like syntax but works with yaml files as well as json.
## Usage examples
```starlark
load("@aspect_bazel_lib//lib:yq.bzl", "yq")
```
```starlark
# Remove fields
yq(
name = "safe-config",
srcs = ["config.yaml"],
expression = "del(.credentials)",
)
```
```starlark
# Merge two yaml documents
yq(
name = "ab",
srcs = [
"a.yaml",
"b.yaml",
],
expression = ". as $item ireduce ({}; . * $item )",
)
```
```starlark
# Split a yaml file into several files
yq(
name = "split",
srcs = ["multidoc.yaml"],
outs = [
"first.yml",
"second.yml",
],
args = [
"-s '.a'", # Split expression
"--no-doc", # Exclude document separator --
],
)
```
```starlark
# Convert a yaml file to json
yq(
name = "convert-to-json",
srcs = ["foo.yaml"],
args = ["-o=json"],
outs = ["foo.json"],
)
```
```starlark
# Convert a json file to yaml
yq(
name = "convert-to-yaml",
srcs = ["bar.json"],
args = ["-P"],
outs = ["bar.yaml"],
)
```
```starlark
# Call yq in a genrule
genrule(
name = "generate",
srcs = ["farm.yaml"],
outs = ["genrule_output.yaml"],
cmd = "$(YQ_BIN) '.moo = \"cow\"' $(location farm.yaml) > $@",
toolchains = ["@yq_toolchains//:resolved_toolchain"],
)

# With --stamp, causes properties to be replaced by version control info.
yq(
name = "stamped",
srcs = ["package.yaml"],
expression = "|".join([
"load(strenv(STAMP)) as $stamp",

expression ".". Subject to stamp variable replacements, see [Stamping](./stamping.md).
When stamping is enabled, an environment variable named "STAMP" will be available in the expression.
Be careful to write the filter so that it handles unstamped builds, as in the example above.

Note that you do not need to pass _eval_ or _eval-all_ as this
is handled automatically based on the number `srcs`. Passing the output format or the parse format
is optional as these can be guessed based on the file extensions in `srcs` and `outs`.
outs: Name of the output files. Defaults to a single output with the name plus a ".yaml" extension, or

Defaults to a single output with the name plus a ".yaml" extension, or
the extension corresponding to a passed output argument (e.g., "-o=json"). For split operations you
must declare all outputs as the name of the output files depends on the expression.
